Arthur M. Moglowsky is a shareholder in the Milwaukee law firm of Bass & Moglowsky, S.C., emphasizing his practice in real estate, mortgage foreclosure and bankruptcy litigation, consumer and commercial law, and equipment leasing transactions. He received his undergraduate degree in 1959 and his law degree in 1962 from the University of Wisconsin-Madison. Mr. Moglowsky was a public member of a Special Committee on Uniform Commercial Code Amendments to the Wisconsin Legislative Council (1972-73), and a public member of a similar committee on the filing of Uniform Commercial Code documents (1973-75). He was one of the principal drafters of the Official Uniform Commercial Code financing statement forms adopted by the Secretary of State in 1974. Mr. Moglowsky was a public member of a Special Committee appointed by the Secretary of State on drafting Uniform Commercial Code financing statements for the Statewide Lien System (1989-93). He was a public member of a special committee appointed by the Department of Financial Institutions to revise the Official Uniform Commercial Code Financing Statements for use in Wisconsin (1996-97), and was a member of the Article 9 Drafting Subcommittee of the Bankruptcy, Insolvency and Creditors Rights Section of the State Bar of Wisconsin. He has served as a member of the Lawyers' Committee of the American Association of Equipment Lessors. Mr. Moglowsky has been a frequent speaker on the Bankruptcy Reform Act of 1978, and he was a panelist for State Bar CLE seminars in 1980 and 1998. He was a member of the Local Rules Committee of the U.S. Bankruptcy Court for the Eastern District of Wisconsin. He is a co-author of Wisconsin Collection Techniques And The Law, Professional Education Systems, Inc. (1985), Collections in Wisconsin, State Bar of Wisconsin, CLE (1989), and Wisconsin Mortgage Foreclosures, Professional Education Systems, nc. (1989). He also authored a revision of Chapter 11, Declaration of Interest in Real Property for the Wisconsin Practice Series, Methods of Practice, Fourth Edition; Copyright 2004. He was a member of the Board of Directors of the State Bar of Wisconsin, Bankruptcy, Insolvency & Creditors Rights Section (2001-2003), and as a member of the Board of Directors, he was appointed Chair of the sub-committee for the revision of Chapter 799 Small Claims Act. Mr. Moglowsky is a member of the State Bar of Wisconsin and the American Bar Association.
